Abstract

Applicability. Oil-and-gas extracting industry is the main industry in the economic structure in many countries including Russia. According to Norwegian experience offshore oil-and-gas extraction is more ecological then onshore extraction. Also the large oil-and-gas fields are forecasted to open in the Russian arctic shelf. So moving of the oil-and-gas extracting industry from the continent to the shelf of arctic seas is admitted from ecological point of view as well as economic. According to this fact the creation of the system of indicators of sustainable development of the offshore oil-and-gas extraction becomes the topical. Norwegian experience in marine extraction could be used in Russia.

Goal of the research work – development of the system of indicators of sustainable development for the regions of offshore oil-and-gas extraction acceptable for Russia within analysis of Norwegian experience.

Methodology and methods. Development of the system of indicators of sustainable development – a complex problem which can be solved by interdisciplinary researches. So geosystem approach should be the main scientific approach. Describing-geographical, statistic, modeling, mapping and others was also used.

Main results. Theoretical approaches of the development of the indicators system were analyzed in the master thesis. Norwegian experience of the offshore oil-and-gas extraction, principles and priorities of Norwegian oil-and-gas industrial management were reviewed. It allowed to find out specificity and problems of oil-and-gas extraction development in conditions of the northern seas and offer indicators system which provides sustainable development of oil-and-gas extraction development. Within the norwegian experience capabilities of usage of suggested indicators of sustainable development were done as well as implementation for oil-and-gas industrial management and correcting of petroleum policy of Russia.
